To check fraud and misapplication of appropriated public funds in
ministries, departments and agencies (MDAs), the National Assembly is set to
free the the Office of the Auditor-General of the Federation (OAuGF) from
executive control.
If the proposal sails through in both chambers of the National Assembly, OAUGF office will be independent of executive interference as it would be independently audited by public auditors.
This move is part of deliberate efforts by the federal legislature to ensure greater transparency and accountability in the public sector financial system.
This is one of the provisions of a Bill for an Act for the Establishment of the Office of the Auditor-General for the Federation, Audit Service Commission, Additional Powers and Functions of Auditor-General and for Matters Connected Therewith (2011) which is now awaiting Third Reading and passage in the Senate.
Furthermore, to entrench its independence, the OAuGF will be directly funded from the Consolidated Revenue Fund (CRF).
Chairman of the Senate Committee on Public Accounts, Ahmad Lawan and nine others including Deputy Senate Leader Abdul Ningi and the Chairman of the Judiciary, Human Rights and Legal Matters, Umaru Dahiru Tambuwal, are sponsors of the bill which also seeks to create an enabling environment for real financial and administrative autonomy for the OAuGF.
Already, the committee working on the bill has recommended that the OAuGF be on First Line Charge on the Consolidated Revenue of the Federation (CFR), to assert its full financial independence.
Besides, the bill seeks to empower the Auditor-General to undertake performance audits of the operations
